but if DevSecs moved Asda in to the site with planning permission already in place.. would the whole tesco/everton development practically be over?

It is a silly question, they've only got outline planning permission anyway.

The area they have got outline planning permission for is only a small edge of the existing town centre, Knowsley council have said its possible both could get the go ahead even though that would appear unlikely.

both could get the go ahead but that would only be with a view to one of them successfully getting as far as putting a spade in the ground - so to answer the original question if the Development Security plan including the Asda store gets the go ahead, as it should, then it is effectively over - we would be left with the prospect of Everton having to pay for the stadium on their own which would leave us back at square 1 I would think with the Kirkby stadium no longer cheap and certainly not cheaper than any other option currently thought up

The war between Asda and Tesco is taking place, also the war between KMBC and the planners is there for all to see.

Kirkby will get supermarket, Dev Sec will get the retail and Everton could still get their stadium but without the previous enabling funds. Maybe this is why Wyness et al are running around raising funds of approx £100M as we speak, why would KMBC offer planning permission? Well they would donate the land, worth £50M with planning permission, in return for a slice of the future revenue from the stadium, for the good of the people of Knowsley err Kirkby.

Would Everton entertain this scenario? They'd have to, there's no available or deliverable option remember!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!

You're wrong there, knowlsey planners have been involved in pre-planning with Tesco and EFC since the whole thing started, I remember Wyness saying (I know!) last year that there was a whole army of people from the three parties putting the project together. There may be a way of stopping the whole farce but it will be to do with finance problems or the government stepping in.

that doesn't mean that all the planners at the Council, or even the ones that have been involved, are happy with what Tesco have actually submitted for the Kirkby project though - you can't think they'd all be happy with a plan which contravenes their own UDP after all

The point is they all have known about the UDP, Tesco have known about it, it amazes me that people (not talking about you btw) think that Tesco, Everton, Knowlsey planners would have spent the last two years+ stumbling around like mentalists not knowing about RSS, UDP and other local, regional and national policies, their own planners and lawyers will have known about all that yet still proceeded, now that either makes them naive or idiotic in the extreme or they've had very positive pre-planning talks over the last 2 years with local and national government and planners ie 'done deal but do everything in your power to sweeten up the natives as far as you can' - isolate those fundementally against to just a couple of thousand and avoid the whole of Kirkby and Knowsley screaming blue murder.

Go for a walk or ride through Kirkby at any time and you wont see hoards of frothing screaming gangs angrily against Kirkby. :lol: Life goes on and as ever the developers will use apathy as their greatest weapon.

I don't think the people of Kirkby have been apathetic about this. They already have set up a new political party mostly in response to this issue.

Sorry "Kyle08" but I'm not wrong. The lil'o planners have a legal obligation to comply with local, regional and national legislation.Councillors in Knowsley, old hands at this game, can attempt to ignore their advice but too many people are on to them this time. Tesco try and push this time and time again, the device they were hoping to utilise, the IPS, in order to adapt the UDP has been savaged by all five local authorities, Tesco have underestimated local protests, the emergence of Development Securities and the covert activities of others. Everton haven't done anything really, that's their style, as long as it's cheap or effectively free and handed to them on a plate they'll go along with anything. No vision, weak leaadership and a poor management team. Don't get me wrong the council will probably ignore the planning officers and local residents, they're like that in Kirkby, grant planning permission and as a result it will get called in. Please don't fantasise about Tesco Terry pulling strings with Gordon Brown, too many eyes are on them now. Strange you seem to place such faith in the Tesco gang that try this all over the country? Poynton anyone? I suppose Tesco did their homework there also????
